It is very desirable that all
such work should be concentrated in the hands of the
Police, particularly to enable them if necessary to
interview any applicant in person.

It has accordingly been arranged that as
from the 2nd of June, 1938, the issue and signature of
passports and visas will be in the hands of an Assistant
Superintendent of Police, who will sign on behalf of the
Commissioner of Police.

Correspondence on this subject normally
conducted through the Colonial Secretariat with Diplomatic
and Consular representatives will continue to be dealt
with through the Secretariat.

I am taking steps to inform the authorities
in Canada, Australia, New Zealand, Ceylon, Malaya, India
and Burma and His Majesty's consular representatives in
Siam, French Indo-China, the Philippine Islands, China
and Japan that the passport authority in Hong Kong is now
the Commissioner of Police and would request that this
information may be communicated to the Foreign Office for
notification of such other quarters as it may be thought
necessary to advise. I attach a copy of the circular
letter sent to the authorities listed above.
